Kickstart Background Information

*Since December 2019 the amount of young people (16-24 year olds) claiming universal credit has doubled from 399,607 to 916,324 including 633,204 who are not in employment at all. (*from stat-xplore upto July 2020)

The Kickstart Scheme is a £2 billion fund to provide funding to employers to create thousands of new 6-month, high quality job placements for young people who are currently on Universal Credit and at risk of long-term unemployment.  The treasury expects 250,000 young people to be placed onto the scheme. - 65,000 placement applications were made in the first 4 weeks alone!

This is part of the government’s Plan for Jobs and aims to create hundreds and thousands of new, fully funded jobs across England, Scotland and Wales. The first placements are likely to be available from November.

Funding will cover for each job placement:

  • 100% of the relevant National Minimum Wage for 25 hours a week
  • the associated employer National Insurance contributions
  • employer minimum automatic enrolment contributions

There will also be extra funding to support young people to build their experience and help them move into sustained employment after they have completed their Kickstart Scheme funded job.

Scheme Criteria

What does the scheme offer?

The scheme will fund each job placement:

  • 100% of the relevant National Minimum Wage for 25 hours a week
  • the associated employer National Insurance contributions
  • employer minimum automatic enrolment contributions

There are no maximum placements you can create and because the enrolment scheme runs until December 2021 you can actually apply and be allocated funding for futher placements after the intial placesments have finished in 6 months, thus helping even more young people and your business.

Interested? As a first step, if you can answer yes to (1 and 2) below then your application should be approved against the current government criteria:

1. The Kickstart job placement must be:

  • 6 months in duration
  • at least 25 hours per week (it can be more if topped up you as the employer)
  • paying at least National Minimum Wage through PAYE (you can pay a higher rate, but the National Minimum Wage rate up to 25 hours can only be claimed)
  • paying the statutory employer duties for the health, safety and welfare for young people, National Insurance and pension contributions
  • include support for young people to help them get work after they finish their Kickstart Scheme job (Choose ICT Ltd/Skills 365 are happy to help with this as required)

2. The Kickstart scheme job placement must:

  • be funded by the Kickstart Scheme grant and would not exist without this funding
  • be paid from the grant money for the 25 hours per week on National Minimum Wage (employers can pay a higher wage and pay for more hours but this amount is all that can be claimed)
  • not replace existing or planned jobs
  • not cause existing employees or contractors to lose/reduce their employment

Associated costs?

Your application will be written by Choose ICT Ltd/Skills 365 who will act as the Gateway between the government and your business.  Please note there is no cost to write your application as these costs are also provided for under the scheme.

There is also some monies available for dress, equipment and the asscoiated training costs that are listed above that an individual on the placement may need.  An analysis of these costs will take place on an individual placement basis as not all individuals will need the same expenditure or training.

Placement Information

After your placement is confirmed, the job description will be passed to the local Jobcentre Plus work coach who will work will the young people on universal credit (all ready primed about the scheme) and who are a close match to the placement and also who have potential and are ready for an opportunity.

Their CV's will then be sent to you for consideration and then interviews will be arranged and your current recruitment process followed.

The Kickstart placement scheme position should help participants get basic work skills alongside their role, and to offer support so they are employable by you or other organisations at the end or during the placement . (Choose ICT Ltd/Skills 365 are able to offer this for the placements as we are a training provider, who specialise in online training including employability and soft skills.  Funding is available through the scheme also to support the placement participant) Skills or training may include:

  • attendance
  • timekeeping
  • teamwork
  • communication
  • travelling to work

They may also need help with:

  • CV and interviews
  • looking for long term work

You will end up with a placement participant who will be exactly what is required to help your business thrive and at the end of the placement you maybe able to offer a position but even if not you will be safe in the knowledge that you will give the young person a kicstart to success.
